Retooling a Website for keyword relevance

I'd like to call it ethical Google-bombing. The following keywords reflect what I'd typically use to look for procedures, how-tos, steps, FAQs, and the like. Funny how the site uses an image (jpg?) of "How do I..." to show a list of links to procedures when transacting business with government agencies. Talk of empowerment.
